I just finished reading the original blog post about Ubershaders and I have a few questions. I'm running an Intel i7-7700k, eVGA Geforce GTX 1070, 32GB of RAM, and a 1080p g-sync monitor, just to get that out of the way. The blog post mentions using hybrid mode and Exclusive mode, I can't seem to find any of those choices in the graphics menu. 

In 2019 what would be the recommended API to use between DX11,OGL and Vulkan? And which shader compilation should I use for games such as Super Mario Sunshine, Metroid Prime Trilogy, Xenoblade Chronicles, Luigi's Mansion, Rogue Squadron, Resident Evil 4. I've been using DX11 lately, I know OGL tends to be more accurate but I'm curious how is Vulkan coming along for performance and accuracy.

EDIT: I also tend to play at 720p or preferably 1080p resolutions for IR.
The terminology has been changed. Hybrid is now Asynchronous Ubershaders. Exclusive is now Synchronous Ubershaders. They do the same things, but we had to change the terminology to fit in the other 2 rendering options and have everything make sense. Sorry about that.
Right, the wording has changed a bit since that post.

You want asynchronous ubershader mode or whatever it's called.

Also, check compile shaders on startup.

Since you have nvidia, all backends are about the same for you in terms of speed and accuracy.

Isn't there the problem with async ubershaders still stuttering if you use OpenGL on Nvidia?

So with a 1070 I'd want to use Asynchronous ubershader with DX11? How is development on Vulkan in regards to speed and accuracy compared to OpenGL and DX11?
It's about the same. A little faster in some games. Hugely beneficial for AMD users.

You only need to care about getting to full speed. And your hardware can trivially run everything at full speed. It doesn't really matter which you pick save for the ubershader issue on nvidia.
what about gpus like the nvidia titan v and RTX 2080 will dolphin add support CUDA cores for the software to take advantage for their speed
No.
CUDA support might be something in the VERY distant future. Don't expect it soon.
