The other alternatives if your hardware is truly running at it's rated clocks is that you have something intercepting Dolphin. Be it malware or some A/V suite sandboxing (which is also essentially malware ayyy)

Could be some overlay, or a screen recorder, anything.

Basically, your hardware is more than enough for Dolphin, but since similar configs run Dolphin fine, you have some local configuration problem that is going to be impossible to narrow down.

Then is the stuttering im getting normal? the game freezes for a second about every 10-15 seconds, which usually gets me killed. I have Norton antivirus, and I usually have everything closed while playing, I even tested it on my friends laptop, we left all settings on default, even his does it. Is there a config I could use that would help?
No, this stuttering is not normal nor expected. I'm wondering if it's maybe a harddrive issue, as I have an asshole harddrive that likes to power down while playing games on Dolphin. It causes the same behavior you're describing.

I'm not sure, I have dolphin installed on my SSD but the roms are installed on my HDD. I leave all options on default, and have vsync on on the nvidia control panel.
