I've followed all the steps here: https://dolphin-emu.org/docs/guides/wii-network-guide/

When I do the final step, and drag 00000011.app onto the extracts_cert.exe, it says "unable to extract the certificates!"

We probably need to update that guide, you can now just install Wii updates from discs or the internet (until NUS for Wii goes completely down) and that'll get the certs for you.
