Is there a prediction on when the dolphin emulator will ever be maxed out?
5 years or less? or will it never end?
Also whens the next stable emulator release gonna be?
Development will continue as long as there are people interested in reviewing PRs and maintaining the code base and infrastructure.
Don't know when we're going to have the next stable.

I... don't really know what you expect? Buuuuuuut, Dolphin is continuing as long there is an interest for it. There is no maxed-out in Dolphin, there is always room for more potential. Changes made to Dolphin are not always made because Dolphin is at fault, sometimes those can be new features because of recent developments with the hardware.
You don't need a stable build. Just use the development builds, those get constantly been updated rather than once every 3 years. I guess a stable build is mostly great to fix all current issues, but at the cost during the time the stable build is being finalized no new features are getting added. But fixing issues aren't limited to the stable builds, development builds does those too.
