That causes performance issues?

I set it to 1080p, still stuttering. Even native stutters a lot.

It could be the texture packs I'm using, I don't know to be honest. I'm honestly sure that my GPU and CPU can handle the texture packs. It does perform a bit better without the texture packs on but that isn't saying much.

Tried with Melee, Wind Waker, and Mario Sunshine.

Mario Sunshine had the 60fps code on but even on native resolution its incredibly slow.

Wind Waker and Melee just has random slowdowns. Don't know why.

Graphics settings should be attached.

Have you try to Disable 60FPS Code on Mario Sunshine and run it again?
Most 60 FPS Patch codes have issues..one of the main issues is the game effects..
You are breaking the (Perfect Emulation with the Cheats Codes..)

You should try to Override CPU Clock above 100% around 110-115% [When you enable the 60FPS Code]
Disable Hi-Res Texture Packs to run the tests

Enable Immediatly Present XFB sometimes helps to run the games faster, but this option also can product fps shutter(Spikes)
Very unlikely that its for no reason. It could have multiple reasons. First of all it would be helpful knowing what CPU you have, then what notebook we talk about here.
