Without a doubt, the 9800GT is the better option of the two. You shouldn't need to worry about the power consumption of the 9800GT either. Since it doesn't require a power connector, the most it could possibly use is 75W (from the slot). Your power supply should be able to handle that.
ATI will be announcing the DX11 cards for their lower segments at CES 2010 in January. No (solid) word on Nvidia yet though.
The decision is yours, they both have pros and cons. The 240 has better energy efficiency, smaller board size, and dx10.1. But a 9800GT has SLI, two DVI ports, much better aftermarket cooler support, and it's about 50-60% faster. Are you sure the 9800GT doesn't need a 6/8 pin connector though? Last time I checked it did.
Edit: Just checked. Yes it does. So thats another advantage for the 240, it doesn't need a 6/8 pin connector while the 9800 does. Maybe the 55nm don't and that's what you were talking about?
As for nvidia. They are currently set to release the GTX 360, 380, and 395 (380 x 2) in Q1 of 2010, the GTX 350 and GTS 340 are set for release in Q2, and the G310 and GT320 are set for release in Q3 (and yes they are duplicating their last year lineup system just like ATI is, really makes me wonder if they are price collaborating again). Originally on the roadmap all of those dates were 1 quarter back but when the ceo announced the delay of geforce fermi to 2010 he also said that everything else was being move back 1 quarter as well.

yes but the 128 bits its gddr5, even with that bandwidth it outperforms a 256 bit gddr3

I actually looked it up and no it doesn't
its pretty much equal, the gain from 128 bits gddr5 is real, but insignificant really.
well anyway go with the 9800 it supplies about the same bandwidth and contains much more power.
But doesn't the 9800gt need a 6 pin connector? Or do the newer 55nm not need it?
