if you check the Vulkan Git is the same compile for all devices With CPU SD 845 & New Adreno GPU

The Android Cannot assign & address the Driver to work property with Dolphin-Emu that my theory but i'm not sure!

Also Citra is completely Broken Application not even Alpha Phase.
PPSSPP is another story to compare, working with vulkan but many problems arrives with android P
That problems does not exist with Android 8.1.

Not for android. Only OpenGL.
