Install and run CrystalDiskInfo and CrystalDiskMark.
They will give you the health state of your hard drive, and the actual read and right speed.

The thing that JMC is describing has nothing to do with read/write speed.
I was testing MK7 on Citra earlier today and found out something very interesting.
Completely different consoles, different emulators, and different games, but Citra suffers the exact same issue in MK7. The game freezes for an second or so at the start of 3rd lap. Is this purely a coincidence, or could there be a common problem among the two emulators and it just happens that somehow, both MKW and MK7 utilize this weak part at the start of lap 3 of every race?
So seems like I found a solution to this problem myself, and it's rather ridiculous.
When I record with OBS studio, the stutter goes away. If I don't, the stutter is back.
Now can a talented individual explain to me why.......

I assume jmc was right and your harddrive was in low power mode/off. OBS probably is enough to activate it.
