Every time I launch SSBM on my computer it keeps saying that the GC IPL isn't found. Any idea how I can fix that?
Do you have "Skip Main Menu" (dis)enabled under Gamecube settings?

It doesn't let me change it period.
It works fine in the latest dev build. Also make sure a game isn't running when you try to change it
I think last time this happened i just reset my config (documents, dolphin emulator, config)

It doesn't work even if I have no games running. It also says "Fifo shutting down while active" afterwards
As for resetting the config, I don't know if it will mess up my emulator. I'm worried I might do something wrong.
Deleting the config won't mess anything up. If it worries you, just move it somewhere else temporarily.
