Dolphin 4.0-8558 has that option but for some odd reson it got removed, put back then its now gone….. Why was it removed??
I guess it just didn't get brought over when the GUI was remade. I can't remember anyone actually making a decision to remove it.
I remember in version 5.0-1589 Super mario sunshine&zelda windwaker running 30 fps even on lower end hardware like snapdragon 625..…but i dont know recent builds have some bug thats why even on snapdragon 845 its runing 20fps!!!PLZZZ FIX IT

No, the reason it's running faster in the older builds is because you're having bugs in those games when using older builds. If you want to go back to the old broken behavior, modify the game-specific settings so that Store EFB Copies to Texture only and Skip EFB Access from CPU both are turned on.
Oh I see. Don't mean to be posting it everywhere
When I used the older builds the radius was perfect around 40% now it way too sensitive
Slightly related but are there actually good settings to use specifically for Mario Sunshine?

If you want the game to actually run correctly: Use the default settings (assuming you're using a recent version of Dolphin), optionally with the emulated CPU clock reduced a bit.

If you want the broken behavior I talked about above (with broken collision detection and somewhat incorrect controls): https://forums.dolphin-emu.org/Thread-the-latest-versions-of-dolphin-have-broken-many-games-and-left-them-unusable?pid=464290&highlight=EFBToTextureEnable#pid464290

Will this ini only target sms or all GameCube games?
That one´s specific for Sunshine, yes.

It also improves the fps in the super mario galaxy (but the selection does not work with the IR) and bully (missing textures)
