you didn't say which file you are modifying.

Did both, also file is GMSE01.ini.

so you _did_ enable cheats in Dolphin.ini?

also, spaces and return carriages can come into play.

Yes, I'll just stick with the first response I got since that one seems to be the case of why it doesn't work.
