Does Dolphin run well on Windows 10 compared to Windows 7?
I'm not sure if I should upgrade to W10, as I care about Dolphin performance.
I'm running an i5-4690k @ 4GHz with a GTX1050Ti. This is a Haswell CPU, so I'm concerned that I may lose some performance if I upgrade?

It runs better because there are certain features in the direct x 11 back end that only work in windows 8.1/10 due to WDDM features
Plus, extended support phase of Windows 7 is ending soon-ish, that's personally another incentive to upgrade...

For W10 users, did they ever fix/add options to disable forced Windows updates, automatic recording of user information, and stuff like that? And how close can we get W10 to resemble W7 UI with 3rd party programs? (eg. turning the desktop, windows start button, etc into W7 and completely disabling the tablet mode)
On W10 Home Edition, you can't really stop Windows Update to download updates when it wants to. I'm not sure you can stop it even on the Pro edition. Keeping people up to date is a good thing imo.
Regarding telemetry settings, you can disable them. Be sure to double check them also after a big update.
Windows 10 UX is fine, most of W7 features are back, you can customize your start menu to add W7 shortcuts if you want.
Honestly, for me, W10 is very solid overall, the best Windows to use right now, there's close to no reason to stay on Windows Seven. Way faster, more features, cleaner interface and no more aero, thanks god.
I believe you can delay updates in certain version of windows 10, but not disable them.
Look up Windows 10 LTSB. It is what the operating system should have been. No Candy Crush, Facebook, or other nonsense bundled in against your will. There isn't even the MS App store installed. There still needs to be some disabling done in the task scheduler but it's overall far more acceptable than a stock Home installation. Given that I have tiles, Cortana, and every other bit of bloat disabled the UI is not far off from W7. Of course the control panel layout and things of that sort are what they are, but msconfig, mgmt.msc, etc are all the same.
Plus, the legacy control panel is still here. The new Settings app provides a user friendly UI to check basic settings and W10 features settings.

Windows 10 is better than Windows 8... Windows 8 was just a disaster, so you can't go much wrong from there on.
Some might prefer Windows 7 and might think it is still better than Windows 10, but you got to keep in mind that support for Windows 7 will eventually end. It's not like Windows 10 did everything wrong, DirectX 12 support is quite nice. At least Windows 10 brought back the Start Menu and as said, the classic Control Panel is still there.
It is only annoying that Windows tend to enable back settings to there default values are a big update... I have to disable automatic scheduled defragmentation for my SSD every time... And turn off the telemetry settings... I guess I learned to live with the automatic updates. You had to eventually update on Windows 7 too at some point (we don't want to be exposed to the likes of the Meltdown en Spectre exploits), except now it is mandatory even when the time does not suit you.

Most/all of the triggers to search for windows updates can be disabled through the task scheduler. Just look in the relevant folders within the scheduler like "User Experience Telemetry" (i.e. data-mining) and disable them or change the triggers to something that will never happen. Most entries have descriptions of what they do and so can safely be disabled with some common sense. Startpage search for everything else.
