The default settings *are* the fastest that don't break anything. Any 'slow' features are only enabled on a per-game basis by dolphin, so aren't enabled if they're never used by the game.
(With the caveat of there's different levels of "broken" - some cause mis-rendering which may be acceptable, some may completely break the game and stop it booting)
