In windowed mode windows.... Window manager, actually enforces vsync, which clearly doesn't break for you. You can get that again by going into Graphics > advanced > enable borderless fullscreen

I enabled borderless fullscreen in the advanced options and it didn't change anything. It's still either window or fullscreen. Still having screen tearing.

Nevermind I just tried it again and it appears to be working! Thank you everyone for your help.

AHHHH its not working again now.. Dunno why this is so finiky. Just dealing with the screen tearing for now.
