I just had to reply as i had similar problems.

My solution, power saving mode in windows was what was the cause.

Found in windows 7 , in Control Panel\Hardware and Sound\Power Options... I just changed it to high performance and ... bingo, .

Perhaps setting the GPU only to High Perfs in control Panel (or NVPInspector) does the same, i always see it recommended in Dolphin usage helps.
