It's the driver version that's interesting - not the API version. That doesn't tell you much interesting, and is pretty useless to compare.

What? Please stop posting misleading information - Dolphin should work with *all* released vulkan api versions.
The issue is really about what the driver exposes support for, and the multitude of driver bugs.

I don't know what you mean here? The vulkan API versions are backwards compatible for all the things we're trying to do, so make no difference here.
Please make sure you aren't confusing "Vulkan API versions", and "Driver versions"

Not *directly*, no. Newer drivers tend to have newer API versions, but for the most part, the 'api version' just tells you that the driver team internally updated their headers from khronos upstream and rebuilt. Perhaps some (very) small interface changes were required, but it's unlikely they'll affect dolphin at all.
