Hi! I bought a very decent computer and the games go well, at 30 FPS, but when I get to a cutsene in The Legend of Zelda TW or Wind Waker the music goes away and only the sounds are heard, i try LLE and HLE and not it is solved, here are my specifications

Windows 7 ultimate
Intel Core I3
2.40 GHz
Intel graphics
4 Ram
Any reason you're using such an ancient version? We don't support 3.5 still.
Try with either 5.0, or (Even better) the latest development version, and see if that helps.
I use it because in 5.0 it does not let me use Direct 9, since 11 does not let me play at 30 FPS

Correct. NO support for 3.5 will be given. You have to either use 5.0 or one of the recent dev builds
The issue is that you're using an older version of the emulator with worse emulation. If you're computer isn't good enough to emulate it properly, then your only option is to play the games on console or wait until you have a PC strong enough to emulate them correctly.
The bug you're running into was fixed later on, after 4.0's release.
