Also, what about Cemu? I'd like to run that at least at 1080/60 or 1440/30.

Don't know about cemu. You'll have to ask the cemu community.

Note, when you emulate games in older consoles, Dolphin included, with a few exceptions, they are framerate locked to the framerate they were designed to run at. Some at 30, some at 60.
