trying to figure out which compilation setting is the all round best for games, as far as i know it seems that Shader settings cant be added to each games ini.
most games i ran work fine on synchronous however for games like Tatsonoko vs Capcom i see a bit of a stutter due to the shaders i believe. and since i cant cofig that game specifically to use ubershaders i was wondering which setting is the best overall.
My Specs
Processor: 2.9GHz Intel Core i3-4130T (dual-core, 3MB cache)
Graphics: Nvidia GeForce GTX 860M (custom, 2GB GDDR5) (Equal to Nvidia GTX 750 TI)
Memory: 8GB DDR3 (1600Mhz)
Asynchronous ubershaders is the best unless there's something with your GPU drivers that's making it not work. If you're noticing that it works better than synchronous (no ubershaders) in Tatsunoko vs Capcom, I don't see any reason to not use it for all games.

Also im having a bit of an issue with Tatsonoko vs capcom, it seems everytime i do a special attack "Ryu's Hadouken for example" it drops the frames to 45 causing stutter. however this happens only at 1080p resolution as when i drop it to 720p the stutter is gone
Is your GPU running at highest clocks?
ok after using msi afterburner to check my GPU usage its on 70% when fighting however once i use certain special attacks like Ryu's Hadouken or Morrigan's missile attack the GPU usage skyrockets to 99% and thus the stuttering happens.

So, it simply sounds like your GPU is being choked, especially if lowering resolution fixes it.
Some games render some absolute nonsense which is difficult for Dolphin to send to the host GPU in a very nice way because of how the GC/Wii GPU works

So at least for this game 720p may be the highest i can go?

Yep.
The issue is that your GPU is too weak for that particular effect in the game, which happens to be very hard on GPUs
Question, does this still happen if you turn off ubershaders entirely? As in, does it stutter once and then no more stuttering?

at 1080p no matter what backend i use or what shader compilation i use it still stutters during special attacks, and its every time i use the special attack. most specials do work fine without issues but select character specials it stutters horridly.
at 720p it works fine on vulkan and OpenGL, with slight stuttering on D3D 'when selecting characters and the model load.
