Since it hasn't been mentioned yet, are you using the latest dev build of Dolphin? There have been a lot of changes and optimizations (as well as increased accuracy which in some cases may be slower), but that could help getting you closer to fullspeed.

But if that doesn't work, since you're using an i3-4030U @ 1.9 GHz, it doesn't have Turbo Boost so not even a program like ThrottleStop will help. In that case, the only thing that will help is by getting a faster CPU. And since the i3-4030U is a BGA processor, that means it's soldered to the motherboard so you can't change it, and you'll need to get a better computer.

If dolphin was open source from 2.0 could there be plugins for it?

Dolphin has no plugins. None. There's no magical software solution for slow hardware.

Yea im using one of the latest versions. All im hoping is that theres a code to improve the fps for the game.
It's unlikely.

Your PC is too slow to run Dolphin.
It may be taboo to mention it,but try out Ishiiruka Dolphin (unofficial) and tinker around with it to see how it runs for you, even though it very likely will not hit full speed on such a limited processor unfortunately, but you can always run games at a pitiful underclocked percentage with very choppy fps and/or use audio stretching to alleviate ear pain.
Ishiiruka is considerably faster IMO from my last use of it,especially when using D3D12,and you still have access to the Wx interface.

[removed misleading and inaccurate info - Helios]
The Qt version doesn't do that.

I apologize to say, but the person who told you that is talking out of their ass. I removed the inaccurate info to prevent wrong info from spreading.

However, yes. That fork may be worth trying as it may solve your issues in a handful of games, OP.
Ishiiruka helped alot and got my fps on most games to 60. But unmasked only runs at 50fps so i still need to get that fixed
Unfortunately, if you need help with ishiiruka, you will need to ask in the Ishiiruka thread.
