The Note 8 gives me 25-30 FPS on 30 FPS Games
and 40-60 on 60 FPS Games.
Its not terribad at all , You just need to use correct setting for each game.

I know, I just can't afford one

This one is very affordable
There's still no device, no matter how expensive, that can play everything well - all recommendations really should carry that caveat.
It's one reason why I don't recommend anything - if people read too much into it they'll always be disappointed.

I am pretty sure last year Snap Dragon runs very well at playable speed.
And even some games at full speed. I don't see your point.

That really depends on your definition of playable. I would never seriously play dolphin on any system that couldn’t lock full speed (minus shader stutters). And the list of titles that can hit full speed all the time is very very short. My Pixel XL has last year’s snapdragon and I can’t play a single one of the games I own at full speed.
Don’t get me wrong, I still find the Pixel xl running wind waker at 20-25 FPS impressive in its own way. But it’s not something I can take seriously for playing games. Full speed is love, full speed is life.

But its not terrible.
I would call it very acceptable.
Also I was just advising him if he was in a rush for new specs
Any ways yeah at the current chipsets , Full speed is not there yet.
I actually would like phones with great battery life to be able to handle dolphin

The correct settings for each game are the defaults, you should not need to change anything for full speed. Any setting you change has the potential to break the game. Changing Efb/xfb and emulated clockspeed are very notorious for doing just that.

This theory does not apply to emulators.
Because every game require diffrent way of emulation to work for specific OS or device GPU To work gdeatly.
So yes by default its too slow.
But if you change those values very playable speed are there.

That's not really true... For Dolphin, the GPU-specific issues you run into on Android tend to be of the kind that make things stop working, not of the kind that let you gain speed by changing settings in ways that don't apply to GPUs that work properly.
