Play something in Dolphin, then go check the GPU usage and temps.

Here's the usage/temp on my most demanding wii game. It fairly runs at 60, but there are the occasional stutters, as well as long load times

Is the system otherwise idle? 10% extra cpu usage (or one full core, as a 7700hq is a 4-core 8-thread cpu, 100%/8 = 12.5% is a core's worth of work according to the task manager cpu usage column) is a lot. It would block the system using a higher-speed single core turbo mode, and as the dolphin app is very close to the 12.5% max a single-threaded application can use, it's like cpu limited in some cases.

SSBB is relatively UNDEMANDING... if you are running on a i7 and it is only using 12% that might mean you have the Dual Core option disabled? 8cores/100%=12.5% per core
Btw. while I was investigating some other issue I found out that Dolphin became jerky on my PC too. I get like 24 fps in Skyward Sword on my i5-3570K OCed to 4,1 Ghz and GTX 1060 6GB. I checked the CPU and it shows like 20-25% load. Even if I mess with settings, try different resolutions or audio backends - still the performance is capped around 25 fps.

So what changed? - Windows 10 updated to version 1803.

I updated GPU drivers, installed all latest Windows updates and then I stumbled upon this - https://github.com/RPCS3/rpcs3/issues/4528

Could this be the same issue? Is it some of the Microsoft dark magic at play?

Edit: Nevermind it´s PAL version, it always run 25 FPS anywa. Still it seems to stutter more.
