But we do need numbers on your temps "in the red" doesn't mean anything to us... I like the application HWINFO (https://www.fosshub.com/HWiNFO.html/hwi_584.exe) to monitor my temps because it also gives the reason why it throttles (Which can be power consumption, temps or whatever)
My apologies for being so vague...since the screenshot i'm trying to attatch is large, I'll just have to word it out. As of right now, my CPU temp is 56 degrees celcius and my GPU temp is 47 degrees celcius. When playing games, the highest temp I've seen my cpu at was roughly 80 degrees celcius. It isnt the temperature thats bothering me, but it's the memory that's being used up. When i mentioned "in the red", i was referring to my gpu memory, which is constantly maxed out at 3504 Mhz

Can´t see the image. Try uploading it to somewhere like Imgur.
EDIT: Also, MHz is for frequency. Not for memory amount (you meant MB?).

Thanks for letting me know. Here's the link to my Asus ROG gaming center

If you click on "GPU Perf Limiter", do more details appear?

Not at all. It's the only tab i can't click on. It's just there.

What about the Windows Task Manager? GPU utilization should appear on it too.

when idle, the gpu ranges from 5-15 on the task manager. I'm just a couple hours away from doing another clean reset tbh lol

You should have taken note of that when actually playing in Dolphin. You already told us it was fine when idling.
Play something in Dolphin, then go check the GPU usage
and temps.
