Well, I'm stumped - I could've sworn I've seen videos of that CPU maintaining a stable 60 on even more intense titles. Barring trying to push your OC higher (really doubt it'll go much higher, really) RAM might be your only hope.
The only other thing I can think of is maybe Ryzenmaster will show you some more OC options - like maybe you have one or two cores that was stamped at 4.0+Ghz or can be pushed to that (I read 2000 series can OC individual cores) and then maybe try to stick dolphin to those?

I tried dual channel 2133MHz RAM, but didn't see any difference. Same with single channel 3000MHz. I'll try overclocking w/ two cores disabled, then if that doesn't work, I'll buy dual channel 3000MHz RAM and see what that's like.

As I advised before, try Vulkan as it tends to be (a lot) faster than OGL or D3D on AMD GPU's

Vulkan seems to be the same in some places and much slower in others.

Hm, Try lock\OC the IGPU Core clock. Ryzen APU suffer from intermittent clock fall.

Of course it would've been good to have in the OP, but as a quick FYI, there's space for specs in your user profile. However, especially in the event you seek tech support, it is also useful to have specs in your signature. Not only does it help you, it benefits the community at-large, because if a user is having a similar problem to you, or you have input in another thread where your specs aren't posted and you leave a comment like, "X user's method also worked for me" then someone else coming across that information with similar hardware would have a reasonable expectation of success using that method.
Lots of people are interested in these new APUs and with Ryzen in general, now that it's re-entered the enthusiast gaming market, so it seems especially relevant for us.
