The only things I know about Android port is what I see here in forums or YT videos, unfortunately I don't have a capable Android device to run this, so I'm not aware of the issues and fixes. But if Mediatek start using PowerVR GPU it will be another good option for emulation. Plus now looks like we'll have better drivers for Mali GPUs, but it may take some time untilll most phones get updated (if they do). I also hope the current generation (A75/A55) can keep a decent performance for emulation with less thermal issues.

It's as much that I added specific features and workarounds to improve things on PowerVR chips (and other mobile GPUs), but they were all after that version. It just feels annoying people are still using cargo-culted "best" builds for all kinds of crazy reasons.
I’d be much more excited to pick up the Helio X30 based Meizu Pro 7. PowerVR 7 in a 4 cluster config, and 1.8 PowerVR drivers with a possible upgrade eventually if android O actually comes to the device. Plus it’s 10nm SoC vs 28nm so it likely has a lot more thermal overhead for those big cores.
Yeah, the mt8173 (and 8176, they're pretty much the same) are 3-4 years old by now. That's *ancient* in mobile SoC terms.

I thought the shield handheld didn't have arm64 support, thus won't run dolphin at all?
It doesn't.

The Nexus 9 is the only K1 with a 64 bit CPU and userspace.

EDIT: Tablet?

For reliable dolphin performance on a handheld, your best option would be the GPD Win 2.  It runs windows 10 and uses a PC class intel chip.  It's basically a laptop in a 3DS-like clam shell design and it runs dolphin great.  It's a bit expensive though.
