Anybody know where Dolphin stores Mii files?

Wherever the Wii stores 'em. So somewhere on the NAND.

RFL_DB.dat should be the file you are looking for.
Dolphin-x64\User\Wii\shared2\menu\FaceLib\RFL_DB.dat.
