Vulkan effectively has the features EXT_buffer_storage enables in it's core api - which just proves it was never a hardware limitation.
Lemme complain a bit :/ I saw database entry with samsung J4 (mali T720) having ext buffer support, but ogl es 3.1 only. Anyway, still waiting for implementation for G-xx series

With last android actualization we have buffer storage in huawei p20 / g-72 / Android 8.1 / r10 drivers
Last update (.152) includes GPU Turbo
Samsung have updated GPU drivers to support EXT_buffer_storage for S9/S9+/Note9 in the Android Pie update that is releasing in January
Beware that Android graphics benchmarks are not necessarily representative of Dolphin performance.

Performance in benchmarks is not necessarily representative of other content on GPUs. Benchmark performance becomes a target in itself for GPU vendors.
I tested J7 2016 after Oreo update (driver version r22p0) and noticed great performance improvement running GPU-intensive games on PPSSPP, like Juiced 2 and God of War. They used to run below 30 FPS on Nougat, now run 40+ FPS. It's clear that this update doesn't aims only benchmarks.

The point was, that the only valid benchmark to estimate dolphin performance is to benchmark dolphin. However, PPSSPP *may* have similiar results.
If someone is still interested. I just received the android pie update on my galaxy s9 which does include a new opengl version which includes EXT_BUFFER_STORAGE. Since samsung will release roughly the same update on the s8 I expect it to get it as well.
