Should I feel buyer remorse for buying the snapdragon Note 8 instead of Exynos? Cause I bought Note 8 specifically snapdragon for the sake of dolphin.
I heard exynos phones suffer so much with thermal throttling?

My snapdragon Note 8 does not suffer with thermal throttling.
Or I think so. Did Exynos fix the thermal throttle issue because I am willing after few years to buy exynos again.

Well, you made the mistake of buying a phone specifically for Dolphin period. Nobody is working on Android right now and hasn't been for a long time.
However Snapdragon (adreno) is the least bad option, yes.

Pretty much all devices thermally throttle, just not in all use cases (for example other apps may use more cpu cores than dolphin, so use more power and produce more heat there).
Failing to thermally throttle in *any* case effectively means there's extra turbo headroom available for more common use cases.

Not really I bought the note fot several new features.
And because of GPU Being strong for emulations.
I could have bought a one plus.
I would like to use Exynos again any ways in s10. Is it safe or still have thermal throttle issie? I mean would external buffer provide equal preformance to snapdragon?

1. Sorry, my crystal ball is broken, thus I cannot predict if a phone that doesn't even exist yet has thermal throttle issues... But my educated guess would be yes... it still thermal throttles badly.
2. The external buffer extension is needed for speedy emulation of Dolphin. That said, yes it will speed up emulation considerably.
3. Will it be faster or equal to a Snapdragon? Nobody can tell as there are no Exynos devices with the extension enabled. AFAIK
4. Does this mean it will actually be supported in the drivers? Crystal ball still broken thus impossible to know until the S10 is released
5. Does this mean that developers magically appear and support Dolphin on Android? No.
Just keep in mind that even with the extensions you need to jump through hoops and make a lot of changes in settings, that WILL break the games in various ways (like crashes, graphical glitches and other strange behavior) to make the games run remotely towards the 100% speed mark.
If you want Dolphin on the go, get a decent gaming laptop that doesn't have a -U (Ultra Low Power) CPU and a dedicated GPU, or depending on the games you play, the GPD Win2 could also suffice for less demanding games. Just please don't go for Android.

Because it is better to go to a PC with minimum requirements than to go directly to Android. I chose android for the reason that the phone took it everywhere and I liked a really portable system. The first thing so that an emulator is 100 x 100 to a emulated physical machine, first the terminal that is intended to emulate this machine has to be 5 times more powerful than the physical machine ... and I do not believe anything that my note 8 is less than Wii and GameCube

Wii: CPU 729 MHz IBM PowerPC
Note 8: CPU Exynos 2.3 GHz
If I do my math correctly, that is about factor 3.1, assuming your Note 8 is able to run at 2.3 GHz all the time without thermal throttling

According to some reports, the official Oreo for S7 (probably S8 too) has r22p0, but it's still broken. They might fix this before official release.
