The Switch is basically a Tegra X1, and we've known how Dolphin performs on that for a long time. It's relatively strong compared to other devices, but still not enough to play Dolphin full-speed in many scenarios. A Switch would be the best bang for your buck though. Hack it to play a bunch of other emulators, and then use it to play regular Switch games natively. In that regard, it's better than every other Android tablet.

1. He probably has A. an old version with more bugs B. messed around with a lot of settings that might break things in the game and C. lowered the emulated CPU speed (which WILL glitch out and break the game eventually)
  1.2. This is probably far from Stable FPS. All I (and anyone can) see is 1 picture that is mainly black that happens to show 30fps. Ask for gameplay footage in a action heavy scene and you will see the FPS fluctuate greatly to the point of making it unplayable.
2. Probably a Phone with a Snapdragon 835 or 845.
