This is the exact same issue I am currently experiencing, both in Sunshine AND the Galaxy games. It gets especially bad when going near lots of npc's & water. Not sure if I should open a completely new thread or add my information to this thread seeing as this thread is still fresh.

Processor: AMD FX 6300, Six-Core, 3.5Ghz
Graphics: AMD Radeon R9 200
RAM: 2x4GB Corsair Vengeance DDR3
Dolphin: 5.0-8743
your CPU is too slow. Also don't hijack threads that aren't your own.
You can make a new thread, but you'll just get the same replies with few solutions.

I have the same CPU and GPU and I can Sunshine and the Galaxy games at 100% speed with only a occasional drops down to 50 or 55 fps for the Galaxy games. I'd suggest toning your Internal Resolution down to 2x Native instead of 3x and changing the Texture Cache Accuracy to Fast.
