side note: game runs perfectly well on my Pentium G4560 + GTX780 + 16GB ram.

Okay, try it now
Try disabling vsync (in the nvidia control panel too - in fact *Nothing* in there should be anything but the default for dolphin - some settings conflict and do Bad Things).

It may be the timings of things end up /just/ missing vsync, which can cause jank.

In your General tab, under Shader Compilation, switch from Asynchronous (Skip Draw) to Asynchronous (Ubershader).

Under enhancements, see if turning off Force 24-bit color helps.

You may also want to see how Dolphin runs in portable mode. In the folder with Dolphin.exe, create a blank text file named "portable.txt" (without the quotes). This will put Dolphin in a "fresh" state to see if we can rule out corrupted files in your global Dolphin files. Then switch over to Vulkan and don't change anything else.

Also a good thing to check, go to the Nvidia Control Panel and make sure that Dolphin has a profile setup to use maximum power instead of the other choices like adaptive, because it could be that your GPU isn't recognizing that it's playing a game and needs to go into high gear.

I have Geforce Experience but I don't have a Nvidia Control Panel
That should be impossible. If you right-click on an empty part of your desktop, is the Nvidia Control Panel an option?
I had that issue on a laptop at some point. The only way to resolve it was to temporarily disable Windows Update, reboot the computer into safe mode, run Guru3D's Display Driver Uninstaller utility, reboot into regular mode, install an NVidia driver from NVidia's site, then re-enable Windows Update. The version that Windows Update was installing was missing the NVidia Control Panel for whatever reason, and if I tried to install one NVidia had released while the Windows Update version was present, it would claim it was already up to date and didn't need changing.
