If it is a Wii U Pro controller (a controller that is more traditional like a Playstation or Xbox ontroller) you cannot connect it in Bluetooth passthrough because the Wii doesn't understand what a Wii U Pro controller is. It is also "very hard" to connect properly to your computer as a game controller as you need an extra application to get it detected as a gamepad (http://www.wiinupro.com/news/wiinusoftversion30)

If it is the Wii U Pad (the one with a screen) it is really really hard to connect to a PC, it uses some sort of encryption for the screen and doesn't use Bluetooth but some sort of specialized WIFI connection which only a few routers support, and if you have one of those you would actually need Linux for it to be somewhat usable because no Windows drivers exist.

If it is a Wii U Mote with Motion Plus, that one you should be able to connect to Windows 10 without any issue, any other Windows OS (7 or 8/8.1) you would probably need to install the Toshiba Bluetooth stack for it to properly connect to this Bluetooth module.
For Windows 10 it should be as easy as installing the ZADIG drivers on your Bluetooth device (found here: http://zadig.akeo.ie/downloads/zadig-2.3.exe)
It will stop working with other devices but this is needed for Dolphin to take control of your Bluetooth module
Also keep in mind that for the Infrared pointer to work you need a (Wireless or USB) Sensorbar. (or 2 candles)

I did add some information to my previous post.

So this seems to be a 3rd party (an Original 1st party Wiimote has "Wii" written below the 4 lights) Wiimote and Nunchuck set without MotionPlus extension (or WiimotePlus Wiimote), so no Motion Plus games will work. (e.g. Zelda Skyward Sword and Wii Sports Resort)

For the rest I think someone else has to take over, I have no clue how to get Bluetooth passthrough working consistently in Windows 7.

EDIT: I checked your Dolphin Profile for this account that you created yesterday and I have a few observations, all of this is important to troubleshoot and I hope that the information is somewhat correct:

1. You have an extremely old version of Dolphin (3.0) this version is not supported anymore, the only versions supported are Stable 5.0 and the Latest development builds (basically we tell everyone on 5.0 to update to the latest version)
2. The CPU, depending on the exact type might be too slow to run anything at a decent speed.
3. If your CPU is that exact type then your "nvidia" card might be too slow as well
4. lastly: What version of Windows are you using? 32bit win7 or 64bit Win7?

To easily find out what hardware you are using try using this application: https://www.cpuid.com/downloads/cpu-z/cpu-z_1.84-en.exe and update your profile with the correct information.
For Dolphin you can find the most recent development version on the top of the download page (found here: https://dolphin-emu.org/download/)
