Aren't GPU and Ram too expensive right now ? like 2x or even triple the original price

But since your FX 8300 is very outdated , you might consider getting a Ryzen APU instead
According to benchmark , Ryzen R5 2400G iGPU is 941% faster than your current GPU
http://gpu.userbenchmark.com/Compare/AMD-RX-Vega-11-Ryzen-iGPU-vs-AMD-Radeon-HD-6450/m401440vsm7821
Ryzen APU R5 2400G is also 50% faster than your current FX 8300 in multithread bench and up to 80% faster than FX 8300 in single thread bench

Dolphin is a dual core (triple core in some cases) . So R5 2400G is going to be way faster than your current CPU , its single thread performance is on par with Haswell i7 4770k

https://www.cpubenchmark.net/compare/AMD-Ryzen-5-2400G-vs-AMD-FX-8300-Eight-Core-vs-Intel-Core-i7-4770K/3183vs1825vs1919 tells me R5 2400G's multithreaded performance is 1.2 times as fast as FX-8300's and its single thread performance is 1.38 times as fast as FX-8300's.

According to http://gpu.userbenchmark.com/Compare/AMD-RX-Vega-11-Ryzen-iGPU-vs-AMD-RX-560/m401440vs3926, RX 560 seems to be 54% faster than R5 2400G's GPU.

R5 2400G offers good value, but I'm not sure if I want to migrate to it because R5 2400G requires an AM4 motherboard and DDR4 RAM modules.
I already have DDR3 32GB RAM.

According to https://www.reddit.com/r/Amd/comments/6h19k4/raven_ridge_support_hdmi_20_hdcp_22_hdr_and_ecc/diuqtqa/, Raven Ridge CPUs including R5 2400G support ECC DDR4 RAMs although motherboards have to support it, too.
oh right, for the other part of your OP, yeah a 560 is fine for HD resolutions in Dolphin. Just don't use OpenGL. AMD's GL drivers are so very slow. Use Vulkan.
Never mind what I posted , just look at Dolphin Benchmark now . R5 2400G scores 457 seconds ~ 7mins 36 secs (lower is better)

https://www.anandtech.com/show/12425/marrying-vega-and-zen-the-amd-ryzen-5-2400g-review/7
Dolphin Benchmark is in the middle of that page

FX 8350 scores 13.53 minutes . So R5 2400G is almost twice as fast FX 8350 in Dolphin
https://www.anandtech.com/bench/CPU/1027

APU iGPU should be more than enough for Dolphin , at least at 1080p because my 8 year old mobile Nvidia GT 540M can handle 2.5xIR (900p) , this APU is much faster than that

As for The Last Story , not sure how it would run on current Dolphin revision but both my A10 6790k @ 4.6GHz and mobile i7 4700MQ @ 3.4GHz could run it at full speed no problem ...3 years ago

It's fine if you don't want to upgrade (as you said 32GB of Ram is the main reason and I agree with that) . As long as you overclock your FX 8300 all the way to 4.8GHz (if possible) and upgrade GPU at the same time , everything will be fine I think

Are those the same benchmarks? I doubt. Anyway, I'll look for a way to overclock FX-8300.
Yes , same benchmark because there is only 1 official Dolphin Benchmark
https://forums.dolphin-emu.org/Thread-new-dolphin-cpu-benchmark-no-game-required
No longer update though
If you still doubt , please look at i7 4770k result on the second link above , i7 4770k scores 7.63 mins about the same as r5 2400G
My answer to the original question:
Set the graphics settings to the lowest possible, 1x internal resolution(1xIR), no AA, no nothing. I have no idea how fast your GPU is, but since most integrated graphics is fast enough for 1xIR, it should also be fast enough for that. If the game runs fine with 1xIR, and not with let's say 3xIR, you want to upgrade the GPU. If the game doesn't run fine that way, you could get a GTX 1080 Ti, and it still wouldn't run fast, you'd need to upgrade the CPU.

About the benchmarks:
The new amd CPU being about 2x as fast as the old ones sounds reasonable. The IPC(instructions per clock) are really bad on the old amd CPUs, and Dolphin needs IPC more than anything, as long as you have a quad core CPU. Well, that is even speculation on my part, a dual core CPU with high IPC might be faster than a quad core CPU with slightly lower IPC. That being said, it's important that the benchmarks were run with the same version of Dolphin. I would only rely on the old one, as it's just for hardware comparision anyways. If the newer amd CPU benchmark result comes from the newer benchmark, it's totally useless. I'm too lazy to check which one was used.

As for the Last Story:
There's a speedhack for the game(based on a very outdated version of Dolphin):
https://forums.dolphin-emu.org/Thread-the-last-story-speedhack

which might be integrated now in this build(it was at one point):
https://forums.dolphin-emu.org/Thread-unofficial-ishiiruka-dolphin-custom-version
(no idea if it's enabled by default though)

The speedhack allows you to use efb2tex instead of efb2ram for the game, which is up to a 100% performance increase, depending how badly your GPU handles the game. Now the important part: With this increase, the game might be playable on an intel CPU(Haswell+) or Ryzen CPU at 4Ghz, anything lower is likely still not fast enough.

Keep the forum rules in mind please, all further discussion about those 2 builds has to happen in those threads and not in this thread here.

Make sure you buy "the correct RX 560" Or better yet, buy sth else

Either should be plenty for dolphin, but it's really annoying that people can use the "same" name for different things.

But with the weird market for GPUs right now it's a bit more "what can you get at a sane price?" rather than "Get the best card!".
For the record, I use an i5 7600 with a GTX 1050 Ti and have had no problems running The Last Story at 1080p. That should give you an idea of how modern CPUs will perform with this game.
