is it possible for dolphin to add a shader cache to help remove the stutterring of some games?

i try googling this but it end up they just use texture packs, does using texture packs help on the performance of dolphin?

It won't, it already deals with this.
Nothing you do will speed up Dolphin enough to make it run on your garbage computer. Stop trying to get around it, and stop making pointless threads about easily-answered questions. Give up already.

Dolphin has already had a shader cache for many years.
