It works on both Android and PC.
Where is the INI located?
Custom INIs go into /sdcard/dolphin-emu/GameSettings/. In order to know what to name the INI, you need to know the game ID of the game, and there is annoyingly enough no way to do that in the Android version of Dolphin. But I can give you the INI name for Wind Waker straight away: GZL.ini
Ok so I just have to create a file called GZL.ini and write the following in it:
[Video_Hacks]
EFBToTextureEnable = True
How do I then make sure it's working?

There isn't a good way to do that in general, but in this case, you could look for the effects in Wind Waker that would break by using that setting (I think the pictobox doesn't work, for instance?)

Can I just copy/paste everything from the GFX.ini to the GZL.ini?

No. It might work for certain settings, but it doesn't work in the general case.
There's also in that forum post the section is called [Video_Hacks] but in my GFX.ini it's called [Hacks]
Which do I choose?
