No it won't. It's a bug fix with no performance consequences.
chumpz, you aren't likely to find random speed ups in Dolphin every time a new development build comes out. The change in question merely prevents some unwanted edge case from happening. It's a small fix for a specific problem, not something that will boost your performance.
You keep using the word bootleg console to describe homebrew applications running on normal consoles. That's not bootleg. Bootleg implies some kind of illegal smuggling or trickery, so when most people see the phrase 'bootleg console' they're likely to think of ones that have been stolen and resold by the thieves, or cheap knockoffs designed to trick old people into thinking the thing they're buying is a different console.

i have discovered a way to speed up dolphin a little bit, you just have to set dolphin priority to high on task manager and tweak some settings on the NVIDIA control panel
