The default game INIs get replaced, yes. (Technically, they don't get replaced if you install a version that's old enough to not support game INIs, but those versions completely ignore the default game INIs, so the result is the same.)
But Mario Kart: Double Dash doesn't have anything set in its default INI (except StereoConvergence, which doesn't affect the performance), so it makes sense that you don't get a speedup in that game from going back to a build that doesn't have default game INIs.

BTW, I have made some changes to games.ini but on Windows dolphin. And when I replace the build, modifications to ini are still there. This is some kind of magic or what?

If you make the changes in the user folder (Documents/Dolphin Emulator/ on Windows, /sdcard/dolphin-emu/ on Android), Dolphin won't touch them when updating. Only the INIs in the Sys folder are supposed to get replaced.

Anyone know some lights games that a no so shi**y Android soc can run? I get 10 to 20fps on mk dd, bad but playable. Nsmb seem lighter but I cant get more than 3 o 4 fps. Not sure what parameter use to find some kind of playable games like mk dd.
Luigi's Mansion should run decent. Wind Waker, if you disable EFB2RAM, runs great on my SD835.

What about the Snapdragon 660, it runs Dolphin better or worse than Snapdragon 820/821? The "raw power" might be a below the 820/821 but considering it is newer (lower power consumption and cooler) the performance can be more stable.

It should provide better sustained performance, however the exact performance might vary. The second gen Kyro cores are much more power efficient but do see a hit in performance. It may not end up being a big divide between the two. With S660 devices being relatively expensive, an inexpensive S835 device makes more sense.
sd 660 comes with adreno 512 instead of 530 from sd 820/1. Not sure how this will affect dolphin. But probably performance will be worse. cpu are similar, but gpu has half the power of adreno 530.

The GPU acrually has closer to a third of the power, not that it would matter. The adreno 512 is more than enough to render a GameCube game at 1x IR. It’s an issue of CPU power.
