Yes, my "please report to the vendor!" mantra is rather optimistic. It might not help your device (you rarely get "major" driver updates for a released device), but it may help the next one. And things don't improve if you do nothing
I just hope such things actually get down to the driver devs themselves - having experienced it from that angle, it seems there's no good way to report issues. And I can guarantee you if the devs knew they'll be doing their best to solve it - they actually care about their product (despite it possibly seeming otherwise from the consumer end...)

Right and so far all the properly reported driver bugs were fixed
What are the best vulkan drivers for snapdragon and mali (what version) that work nicely with dolphin? are there any core vulkan features that prevents dolphin working on the phone with bad vulkan driver?
What is the procedure to report the driver bugs? What are the information to be included? Whom to report? The phone vendor or chipset maker?

You bisecting a bug, writing an example (apk that hits this particular bug) write explanation, hardware specs, driver version and send report to a driver vendor developer forums (Arm/qcomm). Otherwise they won't bother to reproduce it. You may try reporting it on OEMs dev forums but likely it'll take even longer till driver vendor gets this bug report
