It doesn't really need to be picked up by another "team", as it's a loose collection of volunteers already. All it needs is someone to volunteer with the knowledge and enthusiasm to fix issues on Android.
So @HectorMusso.... start learning to program for Android and start learning the Dolphin codebase then maybe in a year or two you'll be good enough to submit a PR that will fix all of Android's problems with Dolphin...

Some people don't care about individuals, or long-term goals, if they get a short-term boost in satisfaction. See the number of people on various comment threads about that ps2 rip-off about how "They don't care, they'll use it anyway as it works for them!"
(Assuming they aren't 100% astroturfers, of course)
