does it already exist or it is still in development??
That would make no sense... Dolphin is open source, so if someone wants to add something, they can add it directly to the Dolphin executable rather than messing around with hooks.
What exactly should a "cemuhook counterpart for dolphin" offer? Is Dolphin missing anything that cemuhook does offer?
What feature of cemuhook are you looking for? The only reason cemuhook exists is because Cemu is a relatively new emulator and cemuhook is a collection of hacks to help it run better in very specific scenarios for certain games.

Dolphin is a much more mature emulator that doesn’t need or even want hacky workarounds to problems.
so thats why cemuhook was made.. now i understand

I think that if you are able to bind gyros successfully in Cemuhook you should be able to use those axis perfectly in Dolphin as well..

Then again: I cannot verify this since I do not own a DS4
