so I got 60 fps on cvs2 gamecube.

I can confirm that he would be able to run SSBB full speed on a Core 2 Duo E8400 although he would need a dedicated gpu, not a super expensive one though. I bought a system on ebay with this chip in it that also had 4gb ddr3 ram and a Radeon 7570 gpu that cost $99 dollars which is a pretty good deal considering it came with activated windows 10 installed too. It can run smash bros brawl and the project m mod at 720p IR with no lag using the vulkan backend.

Any potato PC will run SSBM and SSBB...

sure will, but his current pc will struggle to run it, atleast on maps other than fd and battlefield and a few others
