for gamecube, just replace a number in the Dolphin.ini file. which, as I have read, is in this path: sdcard / dolphin-emu / Config / Dolphin.ini. copy to file on the PC, because on the phone I change the file format, edit SelectedLanguage = 0 by putting the number corresponding to your issue, I suggest you try them all, I am a 4 and are:

SelectedLanguage = 0 (English)
SelectedLanguage = 1 (german)
SelectedLanguage = 2 (French)
SelectedLanguage = 3 (Spanish)
SelectedLanguage = 4 (Italian)
at least it seemed to me.
done this delete any present saving of a game in different language otherwise it will always start in English and you're done.

SelectedLanguage = 0 (inglese)
SelectedLanguage = 1 (tedesco)
SelectedLanguage = 2 (francese)
SelectedLanguage = 3 (spagnolo)
SelectedLanguage = 4 (italiano)

for wii it is different you have to create a file in this path for every type of game example dolphin-emu / GameSettings / RBHP08.ini (PAL) or RBHE08.ini (NTSC) this is resident evil zero.

this code is inserted into the whole of this file
[Wii]
Language = 0
the number varies depending on the language, I for example instead of 0 I put 5 because from what I read is the Italian language.
the name of the file ini that would be this RBHP08 should be searched on the page compatibility of the games, chiccando on the game you want to play, you will open the wiki of the game with all the information regarding it, on the right of the page there will be a picture of the game with the description of it, in this box you will find GameIDs with the 3 game ids that are, example resident evil zero, RBHP08 version pal, RBHE08 version ntsc and version RBHJ08, the latter I do not know what version is related.

[Wii]
Language = 0

in practice this only serves to change the language of the games not that of the right emulator?
