Apparently I did some research and it's about loading the BIOS and avoiding region protection. https://forums.pcsx2.net/Thread-PCSX2-Full-Boot-Issue here's the thread I read.

In Dolphin, you can play any game no matter what region, so this shouldn't be a problem for you. Don't worry about downloading ISO files from other regions, they'll all work with Dolphin.

That thread says that full boot will trigger region protection, not avoid it.

I know, I was just stating what it was about. I should've said it the other way I guess but it was insignificant to the conclusion, it has something to do with region protection and therefore doesn't apply to Dolphin, which is what I was trying to say, sorry for the confusion.

It definitely applies to Dolphin. If you load the GameCube BIOS, you get region protection.

Wow, I was reading this thread https://forums.dolphin-emu.org/Thread-ch...on-setting and someone said that it didn't matter and since leolam didn't correct him, I guessed he was right, but I guess I'm wrong.

The "Dolphin doesn't care about region lockout" thing that's stated in that thread is only true when you're not using the GameCube BIOS or the Wii Menu, but I suppose they didn't think that was important enough to bring up. (Also, the original poster in that thread was actually asking about the country setting, which is separate from the region of the console.)
I mean boot the gamecube logo or the wii screen if i play the game
