Having to stress test your computer to get it to run at 4.5GHz is going to kill your computer so much faster.

Are you sure you explained it correctly to them? Because as I see your post it seems they think you might want to overclock your computer (which will not kill your computer and your processor is made for it since you have a K version of the 7700) Explain to them that your processor SHOULD be running on 4.5GHz when turbo boosting and using high performance or 4.2GHz when not turboboosting. NOT at 800MHz.

So on high performance, it should be at 4.2 at all times?

Yes

By the way, should i use the vulkan backend?

And should a add some anti aliasing and/or anisotrpic filtering?

1. No, user ubershaders + D3D11 and an IR of 3x (or higher if it allows without dropping the FPS lower than 60 or 30 depending on the game)
2. I don't like AA so I usually keep it turned off and use a higher IR, AF I usually keep at 16x (there used to be a few glitches in games with it enabled at >1x but those should be fixed)

3. MOST IMPORTANT!!! First make sure your CPU stays at the correct clockspeed without having to run a stresstest in the background.

I have no clue as I have no Dolphinbar. I made a passthrough Wii bluetooth chip and am playing it "the way it is supposed to" I'm just using my Wii U to power my Sensorbar and thus the Wii chip set up in passthrough, works every time without any hitch.
