It won't, its likely changing windows to high perf mode will also fix it if that doesn't work you can just disable speedstep in uefi

Stressing cpu makes it go to 80° 4.5Ghz
If i disable speedstep will it go to 100% without going to 80°?
Btw is it ok if the cpu and its cores go to 80?
Go to Start (or Cortana) and type Power Options, in power options search for a setting that's called "High Performance". You are currently running on "Balanced" or "Powersaver" which will downclock you computer to as slow as possible if it is "not in use or doing nothing". Somehow the taskscheduler in Windows doesn't think Dolphin is a heavy program and keeps it at 0.8GHz.

80°C is still sustainable for your computer and processor but it will shorten the lifespan of it.

It will probably be fine, but that is running a bit hot. Are you sure the people that put it together put the thermal paste on properly?
I haven't used that processor, but it shouldn't be getting that hot without overclocking.

If it doesn't go to 100% speed (4.5GHz) when on High performance, there is something seriously wrong with either windows or your hardware and I would go back to the shop you got the computer from and get it fixed since this is not the way it is supposed to work. Having to stress test your computer to get it to run at 4.5GHz is going to kill your computer so much faster.
Are you sure you explained it correctly to them? Because as I see your post it seems they think you might want to overclock your computer (which will not kill your computer and your processor is made for it since you have a K version of the 7700) Explain to them that your processor SHOULD be running on 4.5GHz when turbo boosting and using high performance or 4.2GHz when not turboboosting. NOT at 800MHz.

No, it'll stay at whatever percent it would be with it enabled but the freq(the thing slowing dolphin down) will stay at max.
