This guy can play 4k smoothly with no stutter when i have much better specs than him
Actually, looking at that video I'm not sure that person is using 4K IR.

Looks sub 4K with some AA.

If it is shader compilation stutter (which should be fixed by setting the ubershaders option to "exclusive" - which you still haven't fed back on if that helped) then "Better specs" doesn't guarantee anything - it is more likely changed by the driver version and GPU architecture specifics, rather than if it's "faster" or "slower".

Which do you use?
And even if he isnt using 4k, it is still super fast which i cant achieve for some reason

Can you explain the ubershaders to me?
Btw on the latest dev build, i cant use direct3d12 and that is what gives me the most fps
Whenever i go to direct11 the fps reaches around 15-20 on loz ss
D3D12 support was dropped because it wasn't being kept up to date with the other backends and so was holding up other features and fixes. These days, the Vulkan backend should be about as fast and a lot more compatible.

Fixed now!!

I saw that my cpu was on 0.80 Ghz on task manager when using dolphin

When i used prime95, it went up to 4.5Ghz and everything runs at max fps 4k! Im going to try 5k in the morning

you should probably try to find some other way than a CPU stress test to raise your clock speeds

I can't, i bought the parts and had a company build it. They said i can't increase clock speeds as it might mess up the cpu, they said if i want to go to the max i need to run a stress test
