Okay so after countless months I came up with this build I just need to verify with someone or something before I press the button sorta speak. Can this deal be beat while retaining the build to run the most hardware demanding gamecube/wii games of all time on the Dolphin? Any response would be greatly appreciated. US if it matters

That build will play every game in dolphin flawlessly, just like you asked. If you want ubershaders, you can use Direct3D 11 backend and set it to hybrid.

I3-850 looks promising now that you mention those particular games, mainly the last story. Just a tad hesitant cause I never had a liquid cooling rig before and it might get all over the place

Memory: Crucial - 8GB (2 x 4GB) DDR4-2133 CL15 Memory ($84.99 @ Newegg)
Alternatively there's a 2x4GB DDR4-2400 CL16 kit that's not quite as cheap but is still cheaper than the RAM you picked:
