Just make sure the laptop actually uses DDR4 rather than DDR3 or LPDDR3 as DDR4 has only be around in laptops since 2015 at the earliest.

Iam looking for a good cheap gpu, maybe the gtx 770 for 80€ on ebay
total price 456€
I hope 300w is enought

According to wikipedia, the geforce 770 has a tdp of 230w. Which would be waaayyyy too high for a 300w power supply.
Something like a 750ti (which actually uses the newer, more power efficient 'maxwell' architecture compared to the less efficient 'kepler' used in the 770) should be enough for 1080p on most games, and use a lot less power. But I don't know what the second hand market is like in your area, so can't really comment on it's value.

Pretty sure the TC probably has all the parts at this point, but Whatnowww, I would really recommend avoiding practically any non-Intel CPU due to recent events. Maybe I'm paranoid, but the fact that the news media has made that exploit/weakness and the plans to patch it public, let's just say that I am wishing I had upgraded to Ryzen for my college HTPC build (mostly using old parts to save on $$$) if only just to be immune to the whole situation.

It'd be silly to make a lower-end Ryzen SFF build right now when desktop Ryzen APUs launch February 12 and the 2400G has integrated graphics that supposedly are on-level with a discrete GT 1030:

But if money is no object then it looks like the Hades Canyon Kaby Lake+Vega NUC is going to be the king of console-sized emulation PCs for a while:
