It's likely the chip itself, ryzen at 3.6ghz boost, would be pretty good as far as low-power laptop chips are concerned and run dolphin pretty well, the real issue with most "ultrathin" devices is how long it can sustain that with the thermal and power limits of the device.
And, unfortunately, that can vary quite significantly based on the specific product it's used in. You really don't *know* unless you've tried it yourself - but intel chips have exactly the same limitations, so it's likely it'll be "about the same" as an intel chip in the same device.

That same YouTube channel has a video of Mario Galaxy on the Ryzen 2500u, though it seems they used Dolphin 5.0 rather than a dev build:

I wonder why their overlay and Dolphin report different framerates. Weird.
