It looks like the Dolphin Emulator folder in Documents is write protected, or something similar.

Make sure the folder isn't set to read-only. If you're sure everything is fine, erase the folder & reinstall Dolphin & let it build a new one. Keep in mind prereferences and mem file saves will be erased, so backup anything you don't want to lose

I reinstalled the emulator and solved the problem(for now)
